The system of People's Power bodies is structured from the national level to the base, by: the National Assembly of People's Power and the Council of State, in the municipalities the Municipal Assemblies of People's Power. At the lower intermediate level, there are the People's Councils and at the base the constituency, which is not an organ of People's Power nor does it constitute an intermediate instance, but rather is the basic cell of the entire structure of People's Power whose conception and functioning abundantly converge in the figure of the Delegate.
